I have talked with TU and the DOW. In the later case I have provided the Mark Uppendahl pictures and information on what happened. No one believes there is any concrete agreement on ramp up/down rates. The only thing we can do is register a complaint/concern and place it in the que for future interaction with the DWB.The fact of the matter is that the fish and aquatic life in Boulder Creek have no right to any water.
